I had envisioned a very specific background effect for a graphic novel I'm working on. Rather than try to figure out how to do it in Photoshop or Painter, I created a tool in Flash that allowed me to generate the effect I wanted.
To draw on the frame, simply move the mouse around. To change the "ink" color, hold down the mouse button while drawing. It's a little buggy, but it did exactly what I wanted. You can see the results in a draft drawing below.
